Dear Friends,

Thanks for taking a moment to allow me to share with you a concern of mine regarding the currently proposed Visitor’s Center. It is my belief that there will be a lack of return on investment for the price--currently proposed at 5.9 Million.

Furthermore, I believe that there are better means of obtaining the laudable goal of increased and extended visitation into our community, and I would suggest that we instead focus our money and attention on a world-class website and kiosks strategically placed throughout the community at points-of-entry into the city with perhaps a less expensive brick and mortar building more strategically placed for convenience and thus more usage.

My position is simply that I do not believe there will be an adequate return on this investment of the public’s money, and for that reason I want to provide you with a link to a petition which would provide you, the citizen and taxpayer, with an opportunity to push for the re-consideration of this issue.

I believe there are better ways to spend this money, such as on the Civic Center. By enhancing our current attractions we can provide the double benefit of both improving an existing attraction for our own usage as well as for those who might attend one of these attractions from outside the community. That sort of investment can attract visitors and improve the quality of life for our residents.

To sum it up, for me it all boils down to the question of whether we, as a Council, are spending the public's money wisely--for the public’s best usage, for the best return of the investment, and in a manner consistent with the public’s wishes.

If you believe that there is a better way please join me in signing this petition. The bottom-line though is that whether you support or oppose the current proposal for a Visitor’s Center this city belongs to you, the people, and you should have the opportunity to decide this issue.

Again, thank you for your time and below is the link to the on-line petition; which though not legally binding does state a sense of the community with all the political importance of an official petition.

On 5/2/2008 Councilman Klein released the following statement:

"Yesterday, I made a request of Visit Lubbock through a staff member, for any and all information used by Visit Lubbock to substantiate the return on investment that they declared during the Visitor's Center discussion.

My request was in effect denied and my staff liaison was told that if I want that information I would need to make a freedom of information request for such data.

I am disappointed that a taxpayer-supported entity would not immediately comply with a simple request for supporting documents used for calculating potential financial benefits for the Visitor's Center.

To protect the public interest and ensure transparency, I will deliver the attached request today and make available to residents any non-protected information received from Visit Lubbock after I review it.

I am submitting this freedom of information request for all data and source documentation related to the fiscal justification for the Visitors Center. To be specific I am requesting all supporting information and results that were used to generate claims of the financial benefits to be derived from the city building this facility."

In response to his request, Councilman Klein received the following documents, which his staff scanned to pdf format:

On 4/18/2008 Councilman Klein released the following statement:

"I have long opposed the notion of the Visitor's Center since it originally took shape, and I continue to do so. The public outcry against the Visitor's Center following its recent passage serves as a clarion call for the City Council to reconsider this issue. I, along with Councilman John Leonard, will bring forward at this next Council session a resolution for that purpose. I want to thank Councilman Leonard for his support and initiative in this effort, and without it this would not be possible. Though it is difficult to be asked to reflect on matters where the Council has already taken one position, I believe that is in the best interest of the community at large that we listen to the overwhelming opinion of the citizens and tax-payers of Lubbock, as well as examine closely the facts of how best to promote Lubbock."

Dear Friends,

Please join me for my next District 3 Town Hall meeting on Tuesday, April 29 in the Parsons Elementary School cafeteria, 56th and Elgin. The meeting will start with a meet and greet session at 6:00 p.m.

I invite and encourage residents of all districts to bring any questions or concerns to the meeting. Representatives of various City departments will be at the meeting, including police, fire, code enforcement, and streets. I'd like to encourage you to arrive fifteen minutes prior to the start of the meeting for an informal meet and greet session with City staff and myself.

There are a number of issues facing our community and your involvement is critical to us finding solutions. I look forward to seeing you at the meeting. In the meantime, if there is an issue that you would like me to address or get more information on, please do not hesitate to contact me at tklein@mylubbock.us or by phone at 775-2050.

Sincerely,

Todd R. Klein
